Minutes: June 18, 2012

The regular meeting of the Municipal Utilities Authority (VTMUA) of the Township of Vernon was convened at 7:00 p.m. on Monday, June 18, 2012 in the Vernon Municipal Center, 21 Church Street, Vernon, New Jersey.

Statement

Adequate notice of this meeting had been provided to the public and the press on December 18, 2011 and was posted on the bulletin board in the municipal building in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6.

Items for Action

Approval of Minutes of the Regular Meeting from May 21, 2012

Approval with amendment that Barbara Chorzepa stated she understood why the board of education was exempt from paying a sewer connection fee, however, she questioned why the fire department was not also exempt.

Applications Under Review

Block 145, Lot 5.01: Angelo Grammatica—Pizzeria

Mr. Ruschke recommended that the application be approved for a connection permit conditioned upon it being set at 4 Equivalent Dwelling Units (EDU) and compliance with all of the VTMUA rules and regulations. Mr. Ursin will prepare a resolution to formalize the approved application.

Motion to approve application for Block 145 Lot 5.01 setting the EDUs at 4.

It was noted that future applications would be e-mailed to commissioners for review prior to the meeting, and hard copies would also be available for review one half hour prior to meeting time.

Mr. Buchney questioned whether documentation was required regarding maintenance of grease traps. Mr. Ruschke explained that typically if grease was found in the system, then it would be followed up. It was noted that a maintenance log should be kept by the business owner.

Mr. Zinno questioned whether applications should be reviewed by the VTMUA before or after any Land Use Board (LUB) requirements. Mr. Ruschke stated that usually it would be after LUB review, but it would depend on the particular details of each application.

Auditor Report

It was noted that Mr. Ferraioli (auditor) was absent due to illness.

Mr. Rolando stated that Mr. Zuckerman (CFO) requested prior approval for purchases under $500 be granted.

Mr. Ursin stated he would prepare a resolution for the next meeting.

Engineer Report

Mr. Ruschke commented on the professionalism of Agra Environmental as well as their familiarity with the Vernon sewer system. Mr. Ruschke will work with the operator to coordinate how billing will be calculated for SCMUA, so as not to be double billed.

MUA Discussion

Mr. Rolando advised that he attended a meeting to discuss NJDEP changes to Vernon Township’s sewer service area. Mr. Rolando reported that letters were sent by the township and the VTMUA, strongly opposing any reductions in the sewer service area for Vernon Township.

A final document granting an easement on the missing link property between Mountain Creek and Vernon Township was reviewed.

The process for the payment of bills was discussed. Mr. Ursin advised that the process would be changing once the VTMUA had customers and revenue. It was decided that the Finance Committee would contact Bill Zuckerman (CFO) to discuss proper procedures.

Mr. Rolando questioned the closing date with United Water. Mr. Ursin advised that the closing date would be June 26, 2012. Mr. Rolando spoke of a meeting with United Water and Agra Environmental to discuss the inventory that United Water would be providing as part of the contract.

Motion to approve the contract between the VTMUA and Agra Environmental for licensed sewer operator services with a monthly fee of $1,950 and an hourly rate of $70.

There was discussion regarding the responsibility for maintenance of the lift stations. Mr. Ursin was authorized to send a letter to the management companies on the day of closing, advising that the VTMUA would not be maintaining operation of the lift stations, except for a transitional period of time.

Mr. Rolando advised that he toured the Vernon part of the SCMUA plant. The tour was very informative and VTMUA commissioners were encouraged to take the tour as well.

A property location where the sewer main does not extend to the customers in the sewer service area was discussed. It was noted that potential customers wishing to hook up to the sewer in these areas should write to the VTMUA to make a formal request.

Mr. Rolando advised that he spoke with Darren, purchasing agent to get quotes on pumping services.

Mr. Zinno thanked Ed Rolando, chairman for all of his time and dedication to the VTMUA over the past year. Mr. Zinno also thanked the professionals for their guidance through the process.
