Minutes: November 29, 2012*

The special meeting of the Municipal Utilities Authority (MUA) of the Township of Vernon was convened at 7:00 p.m. on Thursday, November 29, 2012 in the Vernon Municipal Center, 21 Church Street, Vernon, New Jersey.

Statement

Adequate notice of this meeting had been provided to the public and the press on November 25, 2012 and was posted on the bulletin board in the Municipal Building in accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6.

Salute to the Flag

Mr. Zinno led the assemblage in the salute to the flag.

Reason for Special Meeting

Mr. Zinno explained that the special meeting had been called to review the Request for Qualifications (RFQ) submissions for Vernon Township Municipal Utilities Authority engineering services.

Open to Public Comments

Gary Martinsen commented that rounding EDUs to the nearest quarter affected the availability of flow and risked running out of revenue. Mr. Martinsen suggested using a flow based system.

Tom Kelly questioned the status on the issues being discussed by the attorneys. Mr. Zinno stated that the MUA was in the process of reviewing the unit size information submitted by the Stone Hill Association.

Linda Gervald questioned why Sussex Bank was only considered 1 Equivalent Dwelling Unit (EDU). Ms. Chorzepa stated that there were NJDEP guidelines to follow when determining # of EDUs. Ms. Gervald questioned if the sewer maps had been finalized. Mr. Zinno stated that he had gone on inspections with the engineer and the maps would be available soon.

Susan suggested metering the Stone Hill condos and taking an average of the flow to determine proper billing.

Tom Martin, questioned how the 250 gal. per day, per EDU was determined. Mr. Zinno explained that the number comes from the state. Mr. Martin stated that the increase in the sewer bill was too high.
