Resolution #13-16: Resolution of the Vernon Township Municipal Utilities Authority Regarding Hardship Installment Payment Plans for Payment of Connection Fees

WHEREAS, the VTMUA has issued Mandatory Connection Notices to commercial, residential, and non-profit improved properties in the Town Center area;
WHEREAS, the fees associated with the required connections often pose a significant hardship;
WHEREAS, the VTMUA has considered a policy of allowing the connection fees to be paid in five (5) installments;
WHEREAS, the VTMUA believes that this is in the best interests of the VTMUA;
WHEREAS, the Authority’s auditor has given the opinion that allowing hardship installment payment plans in limited cases will not financially damage the VTMUA’s finances;
NOW THEREFORE IT BE RESOLVED by the Commissioners of the Vernon Township Municipal Utilities Authority that the Authority will consider applications on a case-by-case basis for the payment of the VTMUA’s connection fees over five (5) yearly installments with the following restrictions:
- The applicant must submit a hardship application with financial details explaining the hardship.
- Only commercial properties paying connection fees of greater than 3 EDUs will be eligible for a hardship installment payment plan and only non-profit entities paying greater than one EDU will be eligible for the hardship installment payment plan.
- Each application will be considered on a case-by-case basis.
- Any approval for the hardship installment payment plan will be contingent upon the execution of all documentation required by the VTMUA.
