Resolution #13-44: Resolution of the Vernon Township Municipal Utilities Authority Authorizing Hatch Mott MacDonald to Perform Video Inspection to Determine Location of Certain Lateral Connection Points within Sewer System

WHEREAS, the Vernon Township Municipal Utilities Authority (“VTMUA”) is responsible for providing sanitary sewer disposal services to residential and commercial users within the Township and maintaining the infrastructure of the Sanitary Sewer System (“Sewer System”); and
WHEREAS, the VTMUA presently requires property owners to connect to the Sewer System pursuant to Section 3.6 of the VTMUA Rules and Regulations; and
WHEREAS, consistent with said Rules and Regulations, the Township has received applications for sewer service allocation from a number of property owners within the sewer service area;
WHEREAS, the VTMUA has been notified that five (5) applications cannot be approved at this time due to the fact that lateral connection points cannot be located at the five (5) subject property locations; and
WHEREAS, VTMUA has performed visual inspections but has not been able to locate the cleanouts for the above referenced connection points; and
WHEREAS, based upon the foregoing, there is a need for professional engineering services requiring a video inspection of sewer pipes to determine the existence and location of these connection points; and
WHEREAS, the VTMUA’s Engineer has submitted a Proposal to perform said engineering services at a cost not to exceed $2,500; and
WHEREAS, the scope of work, payment arrangements, and terms of agreement, are set forth in the Proposal for Professional Engineering Services dated October 21, 2013.
NOW, THEREFORE, BE IT RESOLVED by the Commissioners of the Vernon Township Municipal Utilities Authority that the Project Proposal submitted by Hatch Mott MacDonald for engineering services required to locate certain lateral sewer connection points is hereby approved in an amount not to exceed $2,500 and in accordance with the terms and conditions set forth in said Proposal; and
BE IT FURTHER RESOLVED that the Chairman is hereby authorized to execute any and all such documents on behalf of the VTMUA required to effectuate this agreement; and
BE IT FURTHER RESOLVED that this resolution shall take effect immediately upon adoption according to law.
